Grooveshark, the boundary-pushing streaming music service, is launching a user-created online platform. Dubbed “Broadcast,” users will be able to create their own unique streams with a variety of functions. According to Music Week, the service will include real-time stats and a recording function.

Kim Luegers, who led emerging media strategy and planning for Draftfcb’s Chicago office, will fill a similar, newly created role at Pandora.

And that larger context is that, as education budgets come under scrutiny across the country, an increasing number of college radio stations are likely to seek refuge on the web.
